As part of the CRII/CRII+ package, at the request of a country, the expenditure declared in 2020-2021 accounting exercise could be financed 100% by EU resources. This option of 100% European co-financing is one of the most popular measures with the majority of modified programmes making use of this possibility.
The data below shows the number modified programmes with 100% EU co-financing in relation to the total number of cohesion policy programmes by country (TC = Interreg programmes). The table also counts the total number of priority exes (investments envelopes) and the number with 100% EU cofinancing.

** NEW 2/2021**: new COVID indicators were added linked to support to the vaccination effort.
**NEW 11/2020**: New reserved CV indicator are added to retain the possibility to extend the list.
During 2020, many countries and regions will amend their ERDF and ESF programmes to transfer funds to actions targeting the COVID-19 response. Several programmes have discussed with the Commission their plans to add programmes specific indicators for new actions targeting the COVID-19 response to capture the outputs from expenditure.
In order to exploit programme specific indicators, which could be commonly applied across Member States, the Commission services proposed a voluntary list of such indicators to the Member States on 12 May, to be used when relevant. The use of the unique codes and names will allow the Commission to make use of the monitoring done by the cooperating programmes. A wide use of these codes and indicators would be highly valued for accountability, transparency and communication at the National and EU levels. It the programmes take up these specific indicators the targets will become available later in 2020 with the first annual report on implementation due in May 2021.

The categorisation system is defined in Implementing Regulation 215/2014 with 8 dimensions - http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32014R0215. These dimension represent different ways of categorising the nature of the EU support (i.e. the intervention (activity) field, the form of finance, the territorial context, etc.). In this report only the health Intervention Fields are presented.
If downloading, check the format of financial amounts and where necessary change your regional settings and default formatting in your chosen software. You can check the results of your aggregation of the financial data by comparing results with the pre-formatted charts profiled on this metadata page under “featured content”.

Under the CRIII+ proposals, at the request of a country, the resources available for programming for the year 2020, could be transferred between the ERDF, the ESF and the Cohesion Fund.
The dataset below show the increase and decreases in EU funding by country, programme fund and category of region since the adoption of the CRII package. As no new EU funds were available the sum of changes overall is normally "zero" (increases = decreases).

The report compares immediate and longer-term direct results with outputs achieved in the ESF programmes. For example, the number of ‘participants in employment’ is divided by the number of unemployed plus the number of inactive participants. The resulting percentage tells the share of participants who obtained a particular type of result, measured by a common indicator. The types of results are
• job-search (CR01,compared to the number of inactive participants),
• being in education or training (CR02, compared to the total of participants),
• gaining a qualification (CR03, compared to the total of participants),
• in employment (CR04, compared to unemployed+inactive) and
• a combination of all the above positive outcomes (CR01+CR02+CR03+CR04, compared to the total of participants), moreover,
• in employment 6 months after leaving (CR06, compared to unemployed+inactive),
• improved labour market situation 6 months after leaving (CR07, compared to employed) and finally
• participants above 54 years of age in employment 6 months after leaving (CR08, compared to unemployed+inactive).
The output, the number of participants includes persons who were still receiving support at the time of reporting and persons who dropped out of the operations before completion. If the comparison with the results was made only by taking into account the participants who complete the operation, the success rates would be higher. (The number of participants who complete the operation is not reported though.)
The report provides the success rates for all ESF operational programmes (CCIs) and priority axes at the level of the investment priority, broken down by category of region. Data on ESF common result indicators are taken from Tables 2A and 2B; data on ESF common output indicators are taken from Table 4A of the annual implementation reports.

This dataset provides information on expected achievements (targets) set for selected common indicators defined for the each of the specific ESI funds and the decided (forecasts from selected projects) and implemented values.
The reference date for the annual reporting of progress by the programmes achievements is the end of each calendar year.
This dataset contains:
- Time series of the cumulative amounts reported annually for decided and implemented values (i.e. 2016 values include the 2015 values);
- To avoid double counting, the cumulative values from different years **should NOT be aggregated**;
- Allows comparison of the targets year on year (targets change with reallocation of financial resources);
- Allows comparison of decided (forecast) and implemented values with the targets set (allowing users to calculate the % rate of progress);
- For ESF / YEI only the implemented values are reported (no decided (forecast) values) and targets were not obligatory in each case.

The categorisation system for Cohesion Policy Funds 2014-2020 (ERDF, ESF and Cohesion Fund) foresees 123 Intervention Field codes for the actions or activities financed by the three Funds. The planned allocation to those codes provide detailed thematic / sectoral information on the planned investments by theme.
The planned financial allocations are to be found in this dataset https://cohesiondata.ec.europa.eu/dataset/ESIF-2014-2020-categorisation-ERDF-ESF-CF/9fpg-67a4
This lookup dataset maps the 123 intervention field codes to higher level "cross cutting" themes such as "climate change", "innovation" "enterprise support" and others combinations. It provides the Commission"s recommend list of codes to be used when assessing the financial allocations to these cross cutting themes.
The dataset also identifies the codes that are taken into account for the tracking of Climate change action along with the weightings applied.
