**JANUARY 2025: As of January 2025 a new EC IT accounting system is rolled out. EU payment updates will not be published while the new IT system is tested. The data below reflects the position as of end 2024. The daily updating will resume after full and successful roll-out of the underlying systems.**
This dataset presents information on EU payments to the ESI Funds programmes as well as to FEAD, IPA-E and ENI supported programmes. Annual snapshots are provided in the data and therefore the data **must** be filtered by year to have an accurate view of the total EU planned amount and payments made. Data is reported on cumulative basis, i.e. the amounts shown in 2017 represent the cumulative payments made from the beginning of the programming period (2014-2017 up to date). 2-digit Abbreviation for the name of the Member State (ex: BE for Belgium, TC = Transnational Cooperation).
Name of the ESI fund:
CF (Cohesion Fund);
ERDF (European Regional Development Fund);
ESF (European Social Fund);
YEI (Youth Employment Initiative);
EMFF (European Maritime and Fisheries Fund);
EARDF (European Agricultural Fund for Rural Development).
Other funds:
ENI (European Neighbourhood Instrument);
FEAD (Fund for European Aid to the Most Deprived);
IPAE (Instrument for Pre-Accession);
Data is reported by category of region for ERDF and ESF. There are four categories of region: less developed, transition, more developed and outermost or Nothern sparsely populated regions. These "categories of region" codes do not formally apply to CF, YEI, EAFRD, EMFF, IPAE, ENI and FEAD. For more information on the categories of region see: Regulation (EU) No 1303/ 2013 Art 90(2).
Data is reported on cumulative basis, i.e. the amounts shown in 2017 represent the cumulative payments made from the beginning of the programming period up to date.
*** This is the "EU planned amount" presented in the charts on the ODP. It is the net amount arising from the reducing the original EU planned amount by any decommitments.
Initial pre-financing for:
1. ESI funds programmes and programmes receiving support from both ESI funds and ENI or IPAE is paid for the years 2014-2016 and represents % of the total main allocation:
-> 1% in 2014 for 22 MS and all ETC, 1,5% for 6 MS receiving financial assistance (GR, CY, PT, ES, IE and RO);
-> 1% in 2015 for 25 MS, 1,5% for 3 Member States receiving financial assistance (GR, CY and RO);
-> 1% in 2016 for 28 MS.
2. FEAD programmes is paid in 2014 for all 28 MS and represents 11% from the total allocation.
3. IPAE (IPA-CBC) programmes represents 50% of the first 3 annual tranches.

Additional initial pre-financing for:
1. GR programmes funded under ERDF, ESF, CF and EMFF of 3,5% of total main allocation in 2015 and same in 2016.
2. All YEI programmes of 29% of the allocation, except for the programmes pertaining to the MS receiving financial assistance for which the additional initial pre-financing is 28,5%, paid in 2015.

The additional initial pre-financing is recovered in full for:
1. GR programmes in case, by 31 December 2016, the total amount of the additional initial pre-financing paid is not covered by payment applications for that programme.
2. YEI programmes in case, by 23 May 2016, the MS does not submit interim payment applications in which the Union contribution from YEI is equal to at least 50% of the additional initial pre-financing amount.
These recoveries do not impact the allocation of the programmes ("EU planned amount").
